Seed Certification Standards

SCHEDULE OF FEES

Effective May 19, 2004

MEMBERSHIP FEE -- Applicants to produce certified seed have the option to be members of the California Crop Improvement Association. The membership fee is $1.00 and is paid once a year regardless of the number of crops certified. Membership in CCIA gives an individual the opportunity to vote on the selection of their district representative to serve on the Board of Directors. Any person, partnership, company, or firm growing certified seed in California, or an individual who has current or past affiliation with seed certification may apply for membership. There is a box to check at the bottom of the application form if one does not wish to apply for membership.

APPLICATION FEE – The minimum application fee is $100.00. The application fees are as follows:

Corn $  11.00/acre
Potato     56.00/acre
Rice - certified       2.50/acre
Rice - foundation and registered       3.50/acre
Watermelon       4.00/acre
Sunflower       5.00/acre
Cotton (effective April 1, 2008)       4.00/acre
All Other Crops       2.50/acre

Applications submitted after the due dates stated in the individual crop standards will be assessed a $100.00 late fee.

Incomplete applications will be assessed a $50.00 late fee. (please see Instructions for Completing Applications for details.)

Cancelled applications will be assessed a $100.00 fee.

CERTIFICATION FEE – The certification fee is based on the number of pounds approved for certification. This fee is charged to the conditioner who is reimbursed by the grower. Certification fees are as follows:

Alfalfa  (Includes $.15/cwt. for N.A.A., $.20/cwt for research)  $1.25/cwt. certified
Beans and Cowpeas (Includes $.15/cwt. for research) .69/cwt. certified
Clover (Includes $.05/cwt. for research) 1.91/cwt. certified

Please note that remill, resample and substandard samples are billed regular certification fees.

RESEARCH FEE – Research fees will be assessed on alfalfa, beans and cowpeas, cereal, and clover seed leaving California for final cleaning and conditioning in another state. These research assessments will be reduced by 10% of the California conditioned seed fee and levied on an "in-dirt hundred weight" as reported on Interstate Transfer Certificates.

*COTTON RESEARCH FEE - Cotton research fees will be completely eliminated on seed of non-approved varieties sold outside California. Seed of approved varieties sold out -of-state will be assessed the full research fee.

OECD CERTIFICATE FEE -- A fee of $40.00 is charged for each OECD Certificate issued.  In addition to the OECD and certificate fees, an assessment for number of pounds OECD certified will be charged.  Effective Oct 1, 2004 per USDA this assessment is as follows:
